The NACWA member need:

The King County Wastewater Treatment Division was looking to develop a team charter for their Division Leadership Team (DLT).  The charter would serve as a collaboratively created “playbook” for overall team building, alignment, and unified leadership performance for the division. 


How Core Leadership consulting services were used to help:

The scope of work included the development and facilitation of several virtual and in-person leadership team sessions over the course of approximately one year. The scope of work also included Core’s facilitator composing the related summaries coming out of each session and formulating the written charter.


Project overview:

The team charter was developed during consultant-led leadership sessions, and action items between sessions, to collectively define the following components for the DLT:

  • Purpose: Why the leadership team exists
  • Shared Values & Code of Conduct: Guiding principles and behavioral commitments
  • Collaboration Channels: Formal and informal means for ongoing communication
  • Roles and Responsibilities: Key responsibilities, DiSC style, and Top 5 strengths of each team member
  • Decision Making Process & Levels of Authority: Clarity and structures for both operational and strategic decision-making
  • Guidance for Implementing the Charter: Measures to ensure the Charter is relevant and utilized on a regular and long-term basis

The resulting charter was ultimately signed by all DLT members as they agreed to “live” by the defined components to build unification and alignment.  That will, in turn, naturally trickle down across the organization and set a good example for all teams by modeling the way. The final deliverable is considered a living document to be revisited regularly and updated as needed.
